On January 9th, 2019, Texarkana Sunrise Rotary welcomed our weekly program speaker, ARTEX REDI Treasurer James Henry Russell. Mr. Russell discussed the Regional Economic Development of the greater Texarkana area, and how ARTEX REDI plans to improve our city by way of engaging corporations to bringing more jobs to our area.
